The job holder reports to Executive Manager, Racing Security and Integrity Assurance (EMRSIA). The job holder is responsible for managing the four core areas of (1) integrity related investigations relating to horse racing operations and business, (2) racing integrity investigations relating to criminality and corruption affecting racing, and (3) anti-bribery and integrity assurance support to Executive Director of Racing (EDR) and Racing Division management, and (4) Supervise and manage Anti-Doping sampling operations.

The Job

You will:

  • Racing Integrity Investigations;

    • Supports the continued integrity of racing by:-

    • Having a thorough understanding investigative techniques, collection of evidence, preparation of

      evidence and principles of Natural Justice and Procedural Fairness.

    • Investigating all suspected bribery, corruption, and integrity issues relating to horse racing operations

      and businesses as directed by EMRSIA, Director of Security (DSI) & Integrity and EDR.

    • Reporting in writing investigation findings of suspected bribery, corruption, and integrity issues with

      sound recommendations to EMRSIA, DSI and EDR.

    • Collaborating closely with Racing Control, Racing Laboratory, and Regulatory Veterinary, and other

      areas under Racing Division as directed by EMSI, DSI and EDR.

    • Ensuring CEO, DSI and EDR have oversight and understanding of the risks to racing integrity through

      the provision of quarterly reports consists of all Racing Integrity related Investigations.

  • Racing Integrity Investigations Relating to Criminality and Corruption Affecting Racing;

    • Ensures that threats to racing integrity are identified as early as practicable and that EMRSIA, DSI and

      EDR are duly informed of any such threats by:-

    • Conducting proactive investigations to detect threats to racing integrity, including any irregularities observed amongst all racing personnel.

    • Managing a Tactical Support Team of Part-Time Investigators engaged to support the RSIA investigation function with a view to detected any criminal involvement and interference in racing.

    • Ensuring CEO, DSI and EDR have oversight and understanding of the risks to racing integrity through the provision of quarterly reports consists of all Racing Integrity related Investigations.

  • Anti-Bribery and Integrity Assurance Support to EDR and Racing Division;

    • Ensures that appropriate anti-bribery and integrity management standards are adopted and being

      adhered by racing personnel by:-

    • Assist in the development of a Racing Integrity Training Campaign focusing on prevention of bribery/

      corruptions considerations for all racing personnel in Hong Kong and Mainland China, and facilitating such training for all employees engaged in racing related activities with a view to highlighting the organisation’s core value of uncompromising integrity.

    • Establishing and maintaining strong relationships with core internal stakeholders, in particular, Audit, Racing Authority, Racing Control, Racing Development Board, Legal & Compliance, and Human Resources.

    • Supporting existing policies, frameworks, and associated procedures to prevent bribery and manage potential integrity threats to racing.

  • S&I Anti-Doping Sampling Operations;

    • Upholds racing integrity and prevent/detect doping activities by supporting the human and horse

      sampling operations conducted by the S&I Anti-Doping Team, including to:-

    • Manage the investigation process of all equine and human sample irregularities.

    • Ensure all SOPs relating to S&I Anti-Doping sampling operations accurately reflect the investigation

      process to ensure operation effectiveness and efficiency.

    • Support training requirements for S&I Anti-Doping team members, including contract guards, to ensure

      all those involved are conversant with the sampling and investigation processes.

    • Collaborate with Racing management, including Racing Control, Racing Laboratory, and Regulatory

      Veterinary supporting Anti-Doping related investigations.

    • Undertakes other lawful duties assigned by EMRSIA and DSI.

    • Ensures compliance with Responsible Gambling Policy and all stipulated legal requirements, and

      thereby protecting the integrity of the organisation’s businesses.

About You

You should have:

  • A university degree in any discipline

  • A minimum of eight years’ experience managing teams in a law enforcement and/or private sector

    investigations and intelligence environment.

  • Highly developed knowledge of investigative and intelligence processes and substantial experience of

    leading complex investigations and building high functioning centralized intelligence and investigation teams.

  • Fluency in both written and spoken English

  • Ability to produce well written reports that can be presented at the most senior management level of the

    organisation
